Brexit Changes – Updated

With the UK now steamrollering towards crashing out of the EU on 31 December 2020, it’s inevitable that UK Suppliers and UK Buyers will no longer be able to access Tenders published in the Supplement to the Official Journal of the European Union (OJEU).
To fill this gap there will be a new service launched on 31 Dec for the publication of opportunities above the OJEU Threshold. This new UK e-notification service is called Find a Tender (FTS) and will go live for all publications after that date.

For all the Brexiteers who thought this would be the end of EU involvement, think again. Under the terms of the UK Legislation for exiting the EU – The one that brought in the Transition Period ending on 31 December, there is provision for extended EU influence.

The legislation allows for any contracts that arise after 1 January to still be subject to the jurisdiction of the European Court of Justice where:
They arise from a Framework Agreement that was in place prior to 31 December – That could be for a period of up to 4 Years!
They arise from a Dynamic Purchasing System that was in place prior to 31 December – That could be up to 7 years!
Any new contract concluded after 1 January which arises from a contract notice published before 31 December – That is open ended>

So it’s clear that we will be taking back full control sometime after the end of the Transition Period, but we don’t quite know when

Change Management

They say that lunacy is doing the same thing time and again but expecting a different result. Many people also have a notion that change is a bad thing.

While we agree there needs to be a defined purpose before changes can be managed successfully, we also believe that through Change people can find Purpose along the way .

At the heart of any Change Programmes we assist in managing, we feel it’s important to define the initial purpose at the outset. Developing an outline vision of what the future should look like, makes fully engaging with those who will be affected much easier. Bringing them on board is an important step in the process. There is also a need to recognise that Purpose may evolve as part of that engagement process and will potentially affect the end result.

Our extensive experience of delivering on changes large and small, sees us well equipped to assist a wide range of organisations in making their own step ‘into uncertainty’. This is often best done with someone holding your hand to steady you along the way.

Whether you believe your organisation needs significant overhaul, or just tightening up in some areas, assisting you in making these steps will be well within our capability. Give us a call to discuss your needs, from process realignment to developing a full Business Continuity or Disaster Recovery Plan.

Tendering Support

Failing to win work from tendering is a major cause of many small businesses being disillusioned by the whole process. However, most of these failures result from chasing work that was unsuitable in the first place.

We recognise that tendering involves time and effort and that it’s important to be selective on where you apply scarce resource. If you have identified a contract opportunity you think suits your business, call us for a no-nonsense assessment of the effort involved and whether we believe it makes sense for you to pursue it and submit that PQQ or Tender.

This will cost you nothing and, at the very least, will save you wasted time and effort, not to mention the disappointment of failing. We can help you identify better suited opportunities and assist with setting your goals to target them.

Where an identified opportunity has a fighting chance of you being successful, we will work with you and develop a package of support that best meets your needs. With this in place we will help you deliver on time and build a bid that stands out from the rest of the crowd.

Talk to us at any stage of the process for some honest and friendly advice

Fit to Compete

Before stepping into any new market its important to know what you are letting yourself in for by thorough research. The Public Sector offers you many free ways to do this. From Meet the Buyer events and registering your business on Public Contracts Scotland to set up email alerts, through to enrolling with the Supplier Development Programme for access to courses covering the basics on different types of Tender exercise. These are all excellent ways to learn. However, responding to these lessons needs a little more hands-on help, which is where JI Management are ideally placed to assist. Our ‘Fit to Compete’ review will put you on the right path for managing your future tendering activity, the policies and the supporting documentation you will need for success. We can assess your current setup and processes and provide expert advice on things you need to change to set yourself up in this market. Call us now to set one of these up at your convenience.
